About the Job

FINCA intends to build on this core functionality and to expand the range of use-cases by locating the platform within an integrated data environment, allowing for meaningful aggregation, predictive analytics and data visualization. Together, these features will create a rich environment for researchers to query, clean and share their data.

Terms of Reference - The initial consultancy will be structured in two stages: Stage 1: Assessment and Recommendations (8-12 weeks)

  • Compile, catalog and review all existing code and documentation related to the platform (contracts, proposals, manuals, Github, etc.)
  • Prepare a SWOT analysis of ValiData within the growing field of D4D, with specific reference to the technical specifications, functionality and use-cases (philanthropic and/or commercial), targeted users, potential funding and pathways to scale.
  • Present an illustrative pipeline of potential users or funders and a draft pitch summarizing the use-case and benefits.
  • Mobilize an advisory panel of experts to provide critical review and input on the use cases and/or technical architecture
  • Prepare a summary set of recommendations for investments in the platform, a pathway to scale, and financial viability analysis

Stage 2: Proof of Concept (20 – 24 weeks)

  • Oversee the technical implementation as proposed in Stage 1, subject to a timeline and budget approval by FINCA
  • Construct an initial pipeline of users for the improved platform
  • Execute a proof-of concept phase with internal customers and at least one external user.
  • Document the operational processes and proposed staffing structure
  • Identify prospective donors and develop engagement/communications collateral to help secure funding for the scaling-up stage.

EOI The EOI should contain:

  • An abbreviated capability statement and/or relevant CVs.
  • Average Daily rate(s) - Rough estimated LOE for Stages 1 and 2
  • Availability over the next 6-12 months After an initial interview, the consultant or firm may be asked to prepare a short (1 page) summary proposal and budget for the engagement.

Candidate (or Firm) Profile The respondent should be a successful entrepreneur, executive or firm, with prior involvement in launching and/or scaling up an IT-based business and a strong grasp of the required competencies, both technical and organizational. In addition to this private-sector experience, a familiarity with the philanthropic D4D space (motivations, initiatives, key players) will also be needed to execute the requirements of this TOR.

Background on FINCA’s Research and Data Program

FINCA supports market-based poverty solutions through fundraising, research and investment services for early-stage social ventures. Our footprint encompasses dozens of programs and activities in the developing world, extending across the fields of financial inclusion, agriculture, energy, education, and health. FINCA’s Research and Data Science Program focuses on the uptake and usage of new products as a key success factor for the transition from innovative pilots to scalable ventures. Our methods range from in-depth interviews and quantitative surveys to rigorous behavioral experimentation and data analytics. We engage deeply with our partners to build their capacity and to strengthen the concrete use-cases for their products, which form the foundation for a successful social business. In addition to our core research program, we have developed a proprietary technology for collecting survey data. The survey technology, ValiData, is a cloud-based platform that uses customized statistical algorithms and machine-learning to detect errors and fabricated data. These features ensure that field surveys, which are expensive and difficult to supervise, are undertaken in a controlled environment where errors can be corrected in a timely fashion, eliminating wasted data and ensuring the validity of the survey results. ValiData has been deployed in dozens of complex large-scale surveys around the world, to assess the needs of economically marginalized communities in a wide range of sectors.
