Global Communities is seeking a Program Manager to join its Development Finance team at the headquarters in downtown Silver Spring, Maryland.

The Program Manager provides project management, coordinates new business development, and liaises with key investors and funders for activities in the area of Financial Inclusion. S/he works in the department of Development Finance (DF) and supports related projects of Global Communities as well as the microfinance holding Vitas Group and Vitas subsidiaries. DF manages a lending portfolio of $270 million in eight countries, and supports SME loan guaranty facilities in Jordan, Egypt and Malawi. The PM will provide or identify technical advice to strengthen subsidiaries to better serve clients. The PM will also coordinate new business activities and will be a lead negotiator in loans, guarantees and other funding mechanisms, especially with Overseas Private Investment Corporation (OPIC).

1. Arrange technical support to lending subsidiaries:

Identifies technical assistance needs for Vitas Group and subsidiaries.
Obtains assistance by preparing scopes of work, assessing proposals and identifying resources needed.
Identifies and manages consultants, including ensuring deliverables meet quality standards and deadlines, monitoring progress, reviewing and revising deliverables as needed to ensure quality, compliance, and timely submission.
Coordinates implementation of new Vitas Group wide initiatives, for example working with subsidiary management to advance gender diversity and digitization of services/use of technology.
Participates in microfinance subsidiary-level board committees, such as Risk, Audit and Governance, and providing recommendations to Board and Management to improve subsidiaries.

2. Business development

Works with Programs and Partnerships (P2) department to ensure DF is aware of new business opportunities, and DF input is delivered to proposals.
Works closely with Vice President to identify greenfield opportunities, highlighting key factors and constraints, as well as conduct and/or arrange for market assessments.
Leads process for writing requests for funding, including researching background information, writing technical narratives, budget, review of projections, market research and potential new products.

3. Build relationships with funders

Takes active role to develop new business through negotiating new or follow on facilities or loans.
Develops strategies for Global Communities to better negotiate with OPIC and other funders/investors, ensuring close coordination with other departments, especially Legal and Finance.
Identify and pursue possible new opportunities with OPIC, either new deals or changes to existing facilities, in collaboration with P2 department.
Works proactively with funders, Global Communities staff and field partners to ensure new agreements (and amendments to them) proceed. Remains current on progress of new agreements or amendments.
In coordination with Vice President or other DF staff contributes to negotiation of new agreements.
Advises DF and P2 projects on efficient ways to implement new agreements or add new partners to existing facilities.
Ensures reports under all active agreements are provided on time and according to requirements of agreements.
Ensures advice and input from Office of General Counsel on legal matters relating to projects and agreements on a timely basis.
Ensures all OPIC requirements are met for reporting, compliance and program management of LGF programs, as well as for other programs assigned to him/her.

4. Undertakes all other duties and projects as may be assigned from time to time.

Knowledge, Skills and Abilities
Commitment to the mission of providing reliable financial services that respond to our clients’ needs and foster the long-term development of individuals, businesses, families and communities.
Operational experience in financial inclusion-related business, i.e. microfinance institution, fintech, SME finance company or other model.
Proven ability to analyze financial statements, credit portfolio reports, review financial projections and cash flows, and external audit reports from financial institutions.
Ability to work effectively in a team environment.
Advanced computer skills in a Windows based environment including Word, Outlook, PowerPoint and Excel.
Ability to work under pressure, handle multiple tasks simultaneously, and meet deadlines.
Ability to travel internationally 10-15% of the time.
Fluency in English, written and oral required. Abilities in a second language, such as Arabic, desired.
Ability to read and interpret documents, sit at a computer and operate a keyboard and mouse for extended periods of time.
US work authorization required.


Master's degree in relevant discipline (MBA, Economics, or related field) and 2-5 years of experience; or a Bachelor’s degree in relevant discipline and a minimum of 5-8 years of experience.
Operational experience in financial inclusion / microfinance / small business lending outside of the United States. Experience in the Middle East is an advantage.
Equivalent combination of education and experience.
Must have U.S. Work Authorization.
